I. Customs
1. Filing
After establishment of enterprise with foreign investment, it shall apply for enterprise registration at Nanjing Customhouse, and the customhouse will make verification and issue the "Registration certificate for self-declaration organization"
2. Declaration of cargo for import and export
Declaration shall be made to the customhouse of the place of import or export against valid documents within 14 days since the date of arrival of means of transport is reported for imported cargo, and 24 hours before loading the exported cargo.
3. Tax levying and exemption for imported cargo within the total amount of investment of the enterprise Any enterprise with foreign investment covered in the industrial catalogues for encouraging foreign investment in the "Guidance catalogue of industries for foreign investment"(for details see http: //www.sdpc.gov.cn/b/b200203131.htm) can enjoy preference in tax levying and exemption for the imported cargo.
II. Inspection and quarantine for exit and entry
1. Scope of declaration
(1) Those for which exit and entry inspection and quarantine must be performed by the inspection and quarantine agency as specified by state laws and regulations;
(2) Those for which entry is permitted only against certificate issued by inspection and quarantine agency as specified by import country or region;
(3) Those for which inspection and quarantine must be performed according to relevant provisions in international conventions;
(4) Those for which issuance of certificate of origin and GSP certificate of origin has been requested.
2. Time limit for inspection declaration
For exiting cargo that must be subject to inspection and quarantine by the inspection and quarantine agency, the dispatcher or his agent shall declare for inspection at Nanjing Exit and Entrance Inspection and Quarantine Bureau no later than 7 days before custom declaration or loading.
3. Documents required for declaration
For imported cargo, documents such as contract, invoice, bill of lading and packing list shall be presented by the declarer.
For exported cargo, documents such as foreign trade contract (letter of confirmation), L/C, invoice and packing list shall be presented by the declarer.
